Duties
The Deputy Chief of Staff, G-8 (Resource Management) develops and implements a cohesive and synchronized strategy for obtaining and managing resources throughout U.S. Army Europe and Africa (USAREUR-AF). Incumbent provides support and implements resourcing and International Agreement requirements aligned from two combatant commands (COCOMs), United States European Command (EUCOM) and United States Africa Command (AFRICOM) within two operational theaters. Independently anticipates and solves major challenges associated with developing resource strategies for USAREUR-AF and securing required resources. Serves as principal advisor to the USAREUR-AF Commanding General (CG), Deputy CG, and Chief of Staff on matters concerning management, distribution of resources and management systems requirements; presents and defends programming and resource allocations required to accomplish the USAREUR-AF mission; directs development and maintenance of controls and procedures required to provide information and analysis of programs, resources, and performance as a basis for management decision; directs and participates in activities related to cost effectiveness; establishes and exercises staff supervision over the USAREUR-AF Planning, Programming, Budgeting and Execution System (PPBES); directs the preparation, development and execution of the annual operating budget for HQ USAREUR-AF; designs and operates the cost analysis system for the Command; provides advice and assistance to the supporting Financial Management Center in policy and planning; and serves as USAREUR-AF's Comptroller Career Manager. Responsible for a budget of approximately $4.2 billion. Serves under the general direction of and receives broad strategic guidance from the USAREUR-AF CG, Deputy CG and Chief of Staff. Exercises direct supervision over the Assistant Deputy Chief of Staff, G-8 (Resource Management), Executive Officer and four division supervisors with responsibility for a total of 146 employees.

This position is identified as an EMERGENCY ESSENTIAL (EE) position which cannot be vacated during a national emergency.

- Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. U.S. Army senior leadership considers mobility to be an integral part of employment as a SES member with the U.S. Army.
- Incumbent must meet all Emergency Essential (EE) requirements & may be required as a condition of employment to take a series of vaccinations & annual boosters to immunize against anthrax & other diseases. In the event of a crisis situation, incumbent must continue to perform EE duties until relieved by proper authority. Incumbent may be required to take part in readiness exercises. Incumbent must be removed from any military ready reserve recall status.
Qualifications
(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ):
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP), who have been certified by the OPM do not need to address ECQs; however, when applying you must load your certificate under the Executive Core Qualifications.
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ) (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL FINANCIAL MANAGEMENT LEVEL 3 CERTIFIED POSITION. In accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d, incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
Financial Management (FM) applicants must be able to obtain the FM Certification requirement of the position to which he or she is assigned. Such certification is a condition of employment. Only FM workforce members currently assigned to positions with an FM Certification designation are included in the FM Certification Program and are authorized to achieve FM certification at the designated level. If selected and not currently assigned to a position with FM Certification, selectee will have 2 years in which to obtain certification.
In the event a member cannot obtain the FM Certification within the initial 2-year time period, the CCA may grant one or more time extensions of up to 1 year to remain in the position.
Supervisors are responsible for monitoring and tracking FM members' progress toward certification and working with their human resources offices to take progressive discipline as appropriate so that FM members attain their certification levels within the required time period.
If an individual fails to obtain the required FM Certification and any CCA approved time extension(s) have expired, the individual may be subject to adverse actions, up to and including, reassignment to a lower grade, or removal from government service.
